SPOT (Stop Pet Overpopulation Today) is a targeted Spay/Neuter assistance program for pets of economically-challenged residents. If you or someone you know needs assistance, you can download the SPOT Application below. You can also call or write to us and we'll mail one to you. We operate on the Honor System and ask that you apply only if you cannot otherwise afford the surgery so that we can help as many truly needy families as we can. The SPOT program is for family pets only. ROMP cannot provide assistance to animal rescues, humane societies or other temporary caretakers of stray, feral or abandoned animals.

When your application is approved, you will receive a voucher. After you receive the voucher, call one of the participating veterinary clinics (you'll receive a detailed list) and make an appointment, letting them know that you have a ROMP voucher. You must take the voucher with you to the appointment. Be sure to ask if the vet clinic has any other requirements for your animal. At this time, ROMP pays only for the spay or neuter surgery. We do not pay for pre-surgery exam, blood work, anesthesia, pain medication, or vaccinations, etc. If you need transportation to the vet, ROMP may be able to help, but please call us at least two days prior to your scheduled appointment.
When you have your pet spayed or neutered you are contributing to the solution rather than to the problem of the dog and cat overpopulation problem in the Big Bend region. Our area's small human population size lowers the number of possible adoptions. Our shelters are full to overflowing with unwanted cats, kittens, dogs and puppies. Every puppy or kitten born means one more in a shelter will have to be euthanized or will be abandoned because shelters are full or there is no one to adopt them.
